Shri. T. M. Bhaskar was the Additional Chief Secretary responsible for coordination and overseeing various departments of the State government. Mr. Alkesh Kumar Sharma is presently working as Chief Executive Officer & Managing Director of the Delhi Mumbai Industrial Corridor Development Corporation Limited.Before joining this, Mr Sharma was working as Joint Secretary, Ministry of Road Transport and Highways, Government of India for three years, and was also Chairman of the Indian Highways Management Company Ltd. Mr. Sharma worked with the United Nations Development Programme (UNDP) as National Project Director, Urban Development and Poverty Alleviation and served there for three years.
In the State of Kerala, Mr. Sharma worked as the Managing Director of Kerala State Civil Supplies Corporation and many other state government bodies. Julian is co-founder and CEO of Open Data Manchester CIC, an organisation that seeks to help cities, organisations and communities understand the power of data. He is passionate advocate for digital technologies that can help build more resilient communities, develop new forms of economic activity and give people a stake in the process of governance and decision making. He has been involved in developing projects and advocating for open and accessible data infrastructure, through engaging and building communities of practice within cities since 2009.
He developed the Open Data Cities programme in Manchester, UK, DataGM - The Greater Manchester Datastore, and has had involvement with many other local, national and European open data initiatives. Mr. Prakash Gaur is working with IL&FS group over last one decade and has a rich educational background in planning, economics, and transport from India and Europe. Rajendra Jagtap who is an Indian Defence Estate Service officer (IDES) presently holding the post of Chief Executive Officer at Pune Smart City Development Corporation Ltd. Earlier Mr Jagtap has worked as Additional Municipal Commissioner, Pune Municipal Corporation, Chief Executive Officer in various Cantonment Boards in the country. Pune Municipal Corporation is an urban local governing body for the Pune city which is rapidly developing as metropolitan city in the Maharashtra State with a population of 4 million. Dr. Ramnath Sonawane holds a Doctorate in English Literature besides a Degree in Law. He has over 30+ years of experience in Urban Management. He has worked as Municipal Commissioner in various Urban Local Bodies of Maharashtra and successfully planned and implemented Infrastructure Projects. As Officer on Special Duty in Mumbai Metropolitan Regional Development Authority, Mumbai, he has successfully implemented Resettlement and Rehabilitation Project under Mumbai Urban Transport Project (MUTP1) which was sponsored by The World Bank. At present, as the Chief Executive Officer, Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL), Nagpur, he has been implementing Smart City projects.
He has delivered lecture as a guest speaker in Annual Transport Forum March 2007 organized by The World Bank. He has participated in Experts Group Meeting on Urban Nexus and Implementation of Urban and Resources related SDGs in Bangkok, Thailand in 2016. making the relevant data accessible and convenient to use, driving behaviour change and
creating value by maximising the utility of waste.
As part of a recent GovTech Catalyst Smart Waste Tracking research project Dsposal worked
with Open Data Manchester to develop a prototype Open Data Standard for waste as well as
propose a holistic suite of solutions to digitally transform the whole waste pathway and
revolutionise the industry.

Born in Tamil Nadu, India, she spent her early years on rural development projects before
moving to North Devon, UK. Sophie spent many years traveling before studying Conflict
Resolution at the University of Bradford. After graduation she gained extensive experience in
logistics and supply chain roles before embarking on an 8700-mile cycle tour of North America
with her fiancé Tom in 2015. Since co-founding Dsposal in 2016 Sophie has used her drive to
turn a brilliant idea into reality and build a company culture of innovation and inclusion.
Mr. Saurabh Kumar is Managing Director at Energy Efficiency Services Limited (EESL), which is under the administrative control of Ministry of Power, Government of India. Under Mr. Kumar’s leadership, EESL has implemented the globally-lauded Unnat Jyoti by Affordable LEDs for All (UJALA) programme and Street Light National Programme (SLNP). Mr. Kumar and his team has also been successfully implementing several Demand Side Measures including agriculture, public buildings, and transformative initiatives like e-mobility, smart meters, trigeneration and decentralised solar power plants. He is an internationally recognised authority on the design and implementation of scalable, replicable and impactful business models for promoting energy efficiency across sectors.
An Indian Revenue Service officer of 1992 batch, Mr Kumar worked in various capacities in the Income Tax Department, the Ministry of Power, and the Bureau of Energy Efficiency (BEE) prior to leading EESL.
Between 1992 and 2002, Mr. Kumar worked as Deputy Commissioner in various sensitive intelligence assignments. In the year 1996-97, he was appointed as first officer of the tax department in India to levy tax on national political parties. He also worked in the enforcement wing of the Revenue Department and conducted search and seizure operations against tax evaders.
In 2002, Mr Kumar joined the Union Ministry of Power, Government of India as Deputy-Secretary in charge of the Budget and Finance wing, and was tasked with evaluating large power projects for government investments.
Between 2007 and 2010, Mr Kumar was appointed Secretary of the Bureau of Energy Efficiency (BEE), the nodal central body for promoting energy efficiency in India as well as the core agency for implementing the National Mission on Enhanced Energy Efficiency under the Ministry of Power. At BEE, he was instrumental in implementing one of the world’s largest CDM (Clean Development Mechanism) projects on efficient lighting.
Following his tenure with BEE, Mr Saurabh Kumar led several bilateral projects on energy efficiency with Japan, Germany & France during a 2-year deputation to Bangkok with United Nations Environment Programme.
Mr Kumar has a Bachelor’s in Electrical and Electronic Engineering from the Indian Institute of Technology-Kanpur, and a Master’s in Public Policy from the National Graduate Institute of Policy Studies, Japan.
